As Primary Health Care (PHC) service, the Board, CEO and Senior Management understand that effective risk management is important to OVAHS and the community, the wellbeing of our client and the broader safety economy. Risk management is about understanding the uncertainties facing our organisation, and developing strategies to benefit from them, and minimise their impact on the achievement of our purpose and strategy. With factors such as COVID-19, funding changes, societal expectations, community preferences, uncertain macroeconomic conditions, changing climate environment, human mistake, process system error, and workforce shortage competitive landscape are increasingly exposed to greater levels of uncertainty and therefore require innovative and robust risk management practices.
OVAHS PHC and Program services consist of FASD, ABLe, TIS, SEWB, NDIS have traditionally been well managed. We proactively manage our organisation risk within Enterprise Risk Management (ERM), and Operation Risk Management (ORM) portfolios, and maintain a position of safety, culturally appropriate, stakeholder relationship collaborations, and improve accessibility and infrastructures to deliver strong and sustainable returns to our community. OVAHS is aware of ORM are the root cause comprises the continuous management for failures is common. With increasing requirements, complexity and a growing volume of risks, training awareness, commitment of support from CEO, SMT which provide benefits for OVAHS integrating risk management activities and optimizing performance.
However, the impact of operational risks has been, to date, relatively insignificant. In contrast, recent trends such as COVID-19 affecting Australia, and an increased awareness of fraudsters using email cyber scams/ phishing scams which are becoming increasingly common, have made operational risks more significant than ever before. Human errors are the key contributors to operational risk, therefore making them OVAHS priority for controls, policies and procedures, organisational support, and risk assessment training. COVID-19 Vaccine-mandate, and Cyber Security culture empower staff to become the first line of defence through training awareness. Once the compliance program reduces those highest risks to acceptable levels, the organisation moves on to lower risks.
In essence, ORM is protective, ERM is proactive seeking to optimise risk. ORM seeks to eliminate or minimise risk by the decision of CEO, SMT in consultation through risk management framework:
